Randy suggested to me in a private message I missed that 11358 "probably 
isn't a big deal" and could be 0.10.  Mikeal argued it's an important 
semantics thing, but I've no problem deferring based on Randy's input.

#11282 should still be 0.10 because we're seeing it in the wild and it's 
a blocker for users who encounter it.  Awaiting SWAG estimate on that one.
