[cosmo-dev] Cosmo 0.10 status and branching

We just triaged 32 bugs in IRC bug council.  Of those, only 2 were added 
to the 0.10 list.  These are currently assigned to Randy:

#11282 NPE in triage status query
#11358 DTSTAMP not exported correctly

I haven't hooked up with Randy yet about degree of difficulty of these, 
so it's not clear they actually belong in 0.10.  I'd block 0.10 for 
these if they were ready in under say 48 hours.

But in any case, we're close to Cosmo 0.10.

I could see branching 0.10 now.  The above 2 items, if they do make it 
into 0.10, could be committed twice (branch and trunk) by Randy; there's 
no merge-to-trunk difficulties or anything it seems.

Anyone want to advocate for or argue against going ahead and branching 
Cosmo trunk into branches/0.10?

I'm currently in favor of branching now.
