[cosmo-dev] Dev order

As I mentioned in a previous message: <http://lists.osafoundation.org/ 
pipermail/cosmo-dev/2007-November/005179.html>,  developers should be  
taking bugs in SEVERITY order, and using priority as the means for  
sorting within bugs of the same severity.
