Bringing an issue from an offline conversation to this list.

I was looking at 0.11 release management; there's 70 tickets open. 
Wanting to know what's "really" in 0.11, ie what devs are working on, I 
asked Bobby how he sorted through his 0.11 todo list.

He said he picked based on the priority field (P1-P5) ("I do a bugzilla 
query for 0.11, then sort by priority, then pick the P1s first").  I 
recalled that Ted may have said that the intent is to now go first by 
severity (critical, major, normal), and then by priority, but to do all 
the criticals first, for instance.

So this is a list-inquiry for Ted to clarify/just reiterate how devs are 
intended to pick "what's next" out of the upcoming queue.
