[Cosmo-dev] canonicalizing X-OSAF-ANYTIME

Hi Folks,

These are both legitimate strings to represent the start time of a May
25 anytime event (it appears Chandler's doing one thing, Cosmo the other):

;X-OSAF-ANYTIME=TRUE;VALUE=DATE:20070525
;VALUE=DATE;X-OSAF-ANYTIME=TRUE:20070525

We need to canonicalize the strings we use, here, I think.  Lets pick
one.  Chandler's currently doing the former, but it's trivial to change.
 Is Cosmo putting it in one consistent place?  If so I'll just change it
in Chandler.
