[Cosmo-dev] Draft: e-mail announcement for 0.6.1

I agree with Jared. The cosmo-dev post IMHO is just for the cosmo
developer community who may want to know the new release is available
and where to get it, and are not  too concerned with the niceties of
the website release notes, hosted service availability, etc.

I think it would be better if the announce and chandler-users
maillists, and the blog post could wait until the
hub.chandlerproject.org gets QA validation, and the
cosmo.osafoundation.org website is updated so the announcement content
can point to those.

BTW, I guess the cat is out of the bag as far as notifying the
cosmo-dev list ;-)
