[Cosmo-dev] Draft: Release note for 0.6.1

For the paragraph when we refer to Chandler and upgrading, I think we  
should explicitly say that if you are using Chandler Alpha4, you  
cannot point it to the new server and have this work. You need to  
install a new version of Chandler and follow the migration instructions.
