[Cosmo-dev] Draft: Release note for 0.6.1

It's not necessary to include the 0.7 open bugs at the bottom.  What  
would be useful is a link to the release notes for the previous  
version (Cosmo 0.6).

Also I am not sure that we need the links at the bottom to the  
Chandler Sharing and EIM projects.  If we are going keep them, the  
accompanying text should be more clear that those are the Chandler  
side of the new sharing stuff.  Otherwise from just the text it looks  
like the same information is there twice.

Minor nit - I think that we should stop adding Cosmo or Chandler Team  
to these.  It feels too corporate and exclusive.
