An Apache-based server block is feasible.

Let's assume that's the plan of record for hub.chandlerproject.org.

We want to block a4, trunk, and preview releases of Chandler Desktop 
from publishing CloudXML to the Hub?  The user won't really know why 
their publish operation is failing, right?  Does anyone say we need to 
have this feature QA'ed before rollout?
