If we allow users to publish shared items in other collections, then we
are giving users "super user" access to items by allowing them to then
share those collections with whoever they want. Lets say I grant a
read-write ticket that expires in one day to you, and then you turn
around and share items in my collection to someone else with a
non-expiring read-write ticket.
I think for Preview, maybe we only allow the owner of an item to publish
that item in multiple collections. You can add shared items to your
local collection, but you can't add that item to another collection on
the server because you don't own it.
