Yeah, it's a pain to handle noteModifications differently from notes.
Unfortunately, I think noteModification is fundamentally different from
note (for one thing, it may having the recurrence-specific Missing
value, unlike a normal note).  This is why I thought we'd just put the
note fields in EventModification, since its fields are so closely
connected to event processing.
