[Cosmo-dev] Legal compliance features

There are a couple of features that I think Cosmo will need to add to 
meet the guidelines from OSAF lawyers on running a public service.

I'm chagrined that these features have come in so late in the release 
process, but let's outline 'em and see where we stand.

1) During signup, add a required button that says "I agree to the 
Chandler Hub terms of service".  This button would probably be off by 
default and turned on (with the appropriate name and link to the TOS) 
via properties.

Filed as bug #9717, assigned to Mimi for review.

2) The terms of service should be available to people as they are 
looking at a Chandler Hub page.  In particular, people who got to a 
resource via a bookmarkable URL (and so never agreed to the TOS), should 
have available a TOS link (where it would say that "by using this 
service, you agree to the TOS").  Lawyer suggested this be present on 
"every page".

3) Be able to actually block traffic to bad content.  The "lock user 
account" feature is a start, but it doesn't block access to accessing 
collections owned by that user.  I'm going to hold off asking for the 
ability to block collections/files and say instead that Chandler Hub, 
for Preview, will use Apache to support blocking access to particular 
collections on an emergency basis.
