[Cosmo-dev] small change to snarf config

i just committed a change to the trunk that removes the ability for
administrators to toggle ical4j relaxed unfolding on and off in snarf
with environment variables. there's no reason this property of ical4j
should ever need to be switched from its default. all ical4j system
properties are now set by the java code that loads the
cosmo.properties file.
