Another option is to implement the restrictions on the server (they are 
pretty much done) and hope that we don't see many cases where a chandler 
sync fails because of a duplicate icaluid.  At least it would ensure we 
wouldn't have to deal with bad data in the server if we decide to 
implement the restrictions later.  And if it becomes a big enough 
problem we can patch the client later.
