[Cosmo-dev] Cosmo 0.6.1.1 release status

Cosmo 0.6.1.1 is ready for general release.

Work remaining:

- Final 0.6.1.1 in SVN and final build from Bear (Bear, please proceed 
with this; thanks)
- Write brief release notes (Jared)
- Upgrade Hub production to 0.6.1.1 (Jared)
- Send cosmo-dev@, announce@, and blog posting (Jared)
- Update wiki pages (could use a volunteer, or Jared)

As there's no schema change in 0.6.1.1, I'm planning to do a 
no-prior-announcement upgrade.  There will be 60-180 seconds of downtime 
for the Hub.  In this case, I'll upgrade Hub before sending 
announcements.  (This is the reverse of a normal release).
