It would be pretty straightforward to provide a patch for use in Hub  
deployment that implements a TOS link as specced here: http:// 
chandlerproject.org/Journal/CosmoSignUpWorkflow

Since it's just an extra "must be checked" box and some text I could  
probably work with Jared to get this done in under half a day. Any  
thoughts?
