This was mentioned as a passing comment, as I recall.  For the  
record, the Cosmo project has never had this as a policy, and I am  
not inclined to introduce additional policy unless needed.   The  
Cosmo committers are very good about reviewing every single commit,  
so I don't think that requiring a bug for every commit is going to  
result in substantially better code quality.   If we start see  
problems related to buggy changes or changes unrelated to actual  
bugs, then we can revisit.
