[Cosmo-dev] CMP 0.4 spec review

Yup, I was planning to replace

http://wiki.osafoundation.org/Projects/CosmoManagementProtocol

with

http://wiki.osafoundation.org/Projects/ 
CosmoManagementProtocolZeroPointFour

and move what's currently at

http://wiki.osafoundation.org/Projects/CosmoManagementProtocol

to

http://wiki.osafoundation.org/Projects/ 
CosmoManagementProtocolZeroPointThree

for historical purposes.

If we're all agreed that we should sync version numbers, I'll make  
sure to call the new revision of CMP 0.6.
