[Cosmo-dev] Browser window resizing and app reload

At this point I think the whole app reloading if you resize the browser 
window has become a worse problem than just having the UI layout not 
match the window size.

To make matters worse, the behavior seems to be different since we 
changed the event listeners to be added programmatically via a Dojo 
require. (FF now reloads whenever I tab off and back onto the app page, 
IE7 just reloads the app endlessly, fun!)

I'd like to do away with this 'entire app reloading on resize' behavior, 
and open a bug for 0.7 just to make the UI reflow to fit window 
resizing. I'll commit the change at the end of the day, unless there are 
objections.
