[Cosmo-dev] Remember to update the copyright year in any source edits you make

This time bcm is not on crack ;)

The copyright year is relative to the file itself.

If a file is currently showing 2006 then you would change it to be  
2006-2007 but if another file is showing 2005-2006 then *that* file  
would now be 2005-2007.

If you don't touch (i.e. make substantive edits to) a file, then you  
don't update it's copyright notice.
