[Cosmo-dev] Account activation feature

Hi folks

Someone (I think bcm) mentioned on IRC a couple weeks back (before  
the holidays) that we should probably have the account activation  
feature turned on by default. I'm happy to commit this change, but  
want to confirm that we're all ok with a couple of its consequences.

First, I think it's safe to assume developers will not want to have  
account activation on by default. We could say that developers just  
need to remember to change the appropriate setting in  
cosmo.properties before they start adding test users, but Bobby and I  
have already run into a problem with a similar situation where we  
frequently forget to change a debug setting back to its appropriate  
default value before committing changes. I'm happy just going with  
"suck it up," but figured it would be good to get some buy-in for this.

Second, this will mean that by default, we're expecting cosmo  
administrators to have an email server set up when they want to use  
cosmo. For the administrator who is serious about getting cosmo set  
up, this should be fine, but for less experienced folks who'd just  
like to try out a calendar server, this might be an unexpected  
complication.

Do these both sound acceptable? If so, I'll commit the change within  
the next couple days.
