[Cosmo-dev] EIM record type URIs

To deal with future schema changes, I think we should start encoding  
a version number into the URI representing each record type.  For  
example, the ItemRecord has a URI of "http://osafoundation.org/eim/ 
item", but we should probably use something like "http:// 
osafoundation.org/eim/item/0" or equivalent.  Suggestions?
