[Cosmo-dev] Cosmo 0.6 branches: 0.6 is CLOSED, 0.6.1 is OPEN

The 0.6 branch is now CLOSED unless something needs to be fixed in  
RC2.  Please do not commit to it without Bug Council approval

I've created a 0.6.1 branch so that Chandler interop work can continue.
