Cosmo dudes,

Just a heads-up -- this work to fix bug 11541 required a bunch of 
refactoring, since there were so many assumptions built into the 
original code about there always being collections loaded and a 
collection selected.

I also took the opportunity to remove all the unused code from 
ui/widget/CollectionSelector.js, which now just displays the collection 
info in ticket view. Travis, could you take a look at that, and make 
sure I wasn't over-zealous with the pruning shears?

Please let me know if anything seems out of whack.
