[cosmo-dev] Release announcement suggestions

I had two suggestions about the format for regular Cosmo release
announcements.

First, I think it'd be helpful to include a short paragraph (2-3
sentences) right below the opening line in our announcements, which
gives a brief overview of what's changed. Something specifically
highlighted about what's most interesting about this release (with
more details available in the bug list at the bottom).

This description should be pretty high up so it can get snipped by
places like LWN. It takes a bit of time to decide what to put in such
a "highlights" paragraph, but it makes for better announcements, I
think.

The bug list attachment that Ted usually does is great. But it does
highlight my second complaint, it would seem way better if they don't
get truncated by ... While bugzilla doesn't seem to support this out
of the box, it's a simple operation in Deskzilla and I'm hoping it
wouldn't be too much hassle to fire up Deskzilla once during the
process just to make the announcements nicer.
