[cosmo-dev] Cosmo 0.11 plans

It looks like we will be releasing Cosmo 0.10 today.   For sometime  
now, we've been trying to give QA some time to catch up on various  
things, but we never seem to quite be able to do that.   I'd like to  
make one more try at doing this before we look at other ways to get  
back on a predictable schedule.  Here's my proposal:  People take the  
next week and spend it writing test cases for parts of the system  
that they feel are under tested.    At the end of this week, we'll  
start the process of releasing 0.11.
