[Cosmo-dev] 0.7.1 nominations

I did a scan through the 0.7.future bugs. Mimi might have a different 
take, but I have a preliminary list here:

IMO, the only bug I'd mention as higher priority than the others for 
0.7.1 is Bug 10630 (Austrailia's TZ's broken), as this blocks a wide set 
of users.

I thought I'd send this out to get the ball rolling. I'm interested in 
knowing if any of these are (a) trivial to fix or (b) are sort of costly 
to fix. Some already have estimates, but many don't.

I didn't include the untargeted bugs. A few of them are going to be more 
important than any of the ones currently targeted as 0.7.future.
