Of course other things that might factor in to what bugs you pick to 
work on include stuff like "these three are easy and obvious" or "these 
three are related" or "I can't fix any of these until I fix this one" or 
"these three are all IE6-only."

I'm not sure how much of that kind of stuff can or should be represented 
in the bug report, but I know right now I tend to lean heavily on the 
summary to figure out what's the most efficient path for fixing things.
