When we've used the priorities before, we ended up with large numbers  
of P1 bugs.   So if we did that, then it's easy to imagine that all  
the bugs that get accepted for 0.7.1 are marked p1.  So now when the  
developer runs their query of "my accepted bugs for 0.7.1" all the  
bugs are p1.  Which doesn't help figure out which bugs to do first,  
since everything for that release is P1.

Obviously we can keep doing this, but it seems not quite right, and  
as long as we are changing how we do things, it would be nice to take  
care of this too.  But it's not a blocker for starting on 0.7.1.
