[Cosmo-dev] Cosmo ZBR: RC2 entry criteria met

After another great round of testing and bug fixes, Cosmo 0.7.0 
development (on trunk) is back down to *zero known blocking bugs* with 
no untargeted bugzilla tickets.

This is the entry criteria for Cosmo 0.7.0-RC2.  Bear, any time, please 
create an RC2.

We earlier today added bug #10504 (Dashboard needs to be over 1150px 
wide to see all columns) to 0.7.0 but later removed it as the proper fix 
did not seem feasible in the time alloted before release.
