[Cosmo-dev] Changing Cosmo trunk back to SNAPSHOT versioning

While we are still in Release Mode I will be changing the primary
version number back to SNAPSHOT so that the turn-around time between a
bug fix in svn and the bug verification on QACosmo is shortened.
The SNAPSHOT version is needed to allow Adam to use the QA build script
while also ensuring that the dojo.js compressed jar contains the
release-mode Cosmo js bits.
Without SNAPSHOT mode we would have to increment the RC number or add
an arbitrary incrementing value to the build but I would still have to
generate a "formal" build for QA to install. This would slow down the
bug-fix-verify cycle so it was decided in IRC just now to switch back
to SNAPSHOT mode until a new release candidate is needed.
Note - this does not open the trunk to non-bug commits and it also does
not un-pin the dependency jars from their release version.
thanks,
