[Cosmo-dev] Cosmo 0.7 release status

Bear cooked 0.7-RC1 earlier today.

A test session on 0.7-RC1 happened against lab.osaf.us at 2pm.

A bug council was held at 3:40pm to triage 7 untargeted Cosmo and 
Service bugs.

After the council, we are at 5 bugs blocking 0.7.

2 of these bugs might be approximately the same fix (#10469 and #10472), 
1 needs to be validated, and 1 (bug #10467) needs more design/QA 
discussion to determine if it's really 0.7.  Aparna is driving that last 
one.

We reallocated all of Matthew's 0.7 bugs as he is away for a few days.

There are enough open bugs that we're not looking at another RC until 
tomorrow at the earliest.

Having entered the Cosmo release candidate phase, Jared as release 
manager will be staying on top of the total bug count.  If we find new 
bugs, Jared will call for ad-hoc bug councils as needed.

When we reach zero bugs again, a call for another RC build will be made.
