[Cosmo-dev] 0.5 regression status

as expected, there were many functional test regressions upon landing
the hibernate branch. i've been working through these for the last
week and have gotten down to 22 failures (189 passes). i was hoping to
have all of the regressions fixed by today, but a week of busy
meetings has made that impossible. and being out at the calconnect
interop event for 2 days next week, it's likely that we won't have all
func tests passing until the end of next week.

almost all of these are in the various report tests. additionally,
several of the report tests just check that the response status is 207
but don't notice that the multistatus response is empty when it
shouldn't be ;)
