or that the bug's area is too narrow to be considered a component in
its own right.

generally i distribute the bugs, not ted, which is why i'm the owner
for that component specifically as well as many others.

i don't think the bug council, as i've experienced it in the last few
weeks, is terribly useful until the later part of the development
cycle. i'm not sure how "to be assigned" is used in chandler, but i'm
happy with how we're doing things on our side of the house now and
don't see any need for more process :)
