[Cosmo-dev] Bugzilla: General Component

I was filing bugs, and noticed that 'General', in Components defaults  
to BCM and I was wondering if it should be going to Ted, instead? My  
understanding is that 'General' means it touches various parts of the  
application and not just one component, is that correct?

Looks like we're missing 'To be assigned' as in Chandler, should that  
default to Miikeal and reviewed during bug council?
