[Cosmo-dev] checkpoints and downloads.osafoundation.org

I ran the automated tests (broadsword & selenium) against the default
build with a derby db and all passed. I also ran manual testing for
Chandler sharing and some minimal manual testing against the AdminUI
-- all passed.
