[Cosmo-dev] Re: space usage reports

after incorporating the feedback from jared and bear, i've updated the
space usage reports for the following:

  * format last accessed date as per rfc 3339
  * include username in each line item
  * provide an xml output option

i've also rewritten the proposal at
<http://wiki.osafoundation.org/bin/view/Journal/BrianMoseleyCosmoSpaceUsageReports>
to be formatted more like the cmp spec. when it's time to ship 0.6
i'll incorporate these docs into the main spec.
