Yeah its basically half of phase 3, because Chandler would still have to 
sync the individual .ics files (for calendar resources), meaning no 
single sync call for the entire calendar collection.   Now for 
non-calendar collections you wouldn't need to do this, and a single sync 
call to retrieve EIM changes is all that is needed.  There is no extra 
work for Cosmo to complete phase 3, but you couldn't use a single sync 
call on calendar collections until phase 2 is done.

What Brian is suggesting is doing all three phases, but concentrating on 
calendar resources, and providing minimal support for other EIM record 
types.  I had thought this was going to be too much work, but that was 
before I knew he was going to be able to help out.
