[Cosmo-dev] QA sign-off on Cosmo 0.4 rc4

Finally, it's done.

I'm signing off on the rc4 build of cosmo 0.3.

Testing Overview:
Manual WebUI
Scooby 0.1
Ran all automated tests with recurrence=800
Created new test that PUT 500 events and asked for REPORT for all events
Ran all automated tests in stress framework
Held open testing with the community in which everyone involved  
shared their Chandler calendars to qacosmo.
Ran chandler sharing tests against qacosmo (cosmo doesn't like it  
when you have thousands of calendars for one user :) )
