[Cosmo-dev] Allowable Characters in Cosmo Usernames

Helps if I send this to the list, instead of just to Todd:

16 characters limits anyone with a "full figured" last name - I would 
increase it to 32 (which has a nice geeky feel anyway)

I mention last names because with the number of accounts foxmarks has - 
I'm sure even I would have to use "mike.taylor" (11 chars) or even 
"michael.taylor" (14 characters) and my name is not even long.

my best friend would have to use "w.maisenhelder" instead of 
"welton.maisenhelder" (19 chars)
