[Cosmo-dev] Cosmo 0.4 released

hot on the heels of our last release, Cosmo 0.4 is now available for
download as part of the OSAF integrated server bundle, which also
includes Scooby 0.1.

0.4 is a new feature release including:

    * Support for CalDAV free-busy report and a new freebusy ticket privilege
    * Full Depth support for WebDAV
    * Startup time repository initialization
