Charles,

What I would recommend is to create a Sandbox directory for this 
sub-project.  Our Sandbox is a catch-all repository for Interns, devs 
and people who are doing work that may not (or does not) fit into one 
of the existing OSAF repositories.

It has it's own mailing list and the sub-project directories have their 
own permissions to control access.  I can seed the directory with any 
version of Cosmo you require (or you can.)

I would recommend this approach over creating a new repository or a 
branch in the Cosmo repository.
