we do backups today by copying the entire cosmo data directory. this
is not optimal for operations but is at least possible. we'd rather be
able to back up an individual user's data and account info at a time.
we'd also like users to be able to back up their own data. both of
these require an affordance in the web console, a new network protocol
operation, or both.
