i think we'll want to be more granular than user/group/world. we
should be able to assign privileges to sets of arbitrary users who are
not members of a particular group. i think the basic model would be:

1) user/group has explicit permission? allowed
 2) everybody else denied

of course we can add negation to achieve the opposite effect.
