[Cosmo] Snarf build broken

I seem to be unable to get a working Cosmo and/or Snarf installation
going using Subversion. I wonder if this is still to be expected?

When I pull snarf and do maven dist, I get and error about not being
able to get
http://downloads.osafoundation.org/bundle/jakarta-tomcat-5.5.9.tar.gz
