[Cosmo] cosmo 0.3 planning update

i've organized the various feature proposals, stray requirements,
enhancement requests and bugs into two tables on
<http://wiki.osafoundation.org/bin/view/Projects/CosmoZeroPointThree>,
one for coarse-grained product features and another for fine-grained
development tasks and bugs that don't contribute to the feature list.

i've decided to move all feature requests into bugzilla, marked with
the severity "enhancement". feature/requirements suggestions can be
placed into the "requirements whiteboard" section of the 0.3 planning
page; they can be promoted to feature requests in bugzilla after
discussion and concensus.

0.3 planning is hot and heavy now. i expect spec writing to begin in
earnest next week when the entire OSAF server team is in SF. if you
have something you want to put on the table for 0.3 that is not
covered on the planning page, let us know now.
