[Cosmo-dev] DST 2007 changes

in case you weren't aware, daylight saving time is extended by four
weeks in 2007:

from a little bit of nosing around, i found out a few things:

1) jrockit uses the same tzdb as the sun jvm
2) jrockit 1.4 and sun 1.4 have both been updated for the dst change

i didn't find anything about the 1.5 jvms, but i assume they've also
been updated. does anybody happen to know what 1.5 minor version has
this update, so that we can recommend it in our documentation?
