[Cosmo-dev] configure Cosmo to run on PostgreSQL

I recently checked in some changes to the trunk that will allow Cosmo to 
be configured to run against a PostgreSQL database.  I've tested using 
the latest win32 PostgreSQL server (version 8.2) and things seem to 
work.  Instructions for doing this can be found here:

It would be interesting to see if there is any performance difference 
compared to the tests Jared has run against a Cosmo/MySQL configuration.
