[Cosmo-dev] [LAST CALL] Bugzilla adjusments for Cosmo/Scooby merge

Looks good to me.

Do we need to confirm who the owners are for each component. I think  
I'm usually responsible for documentation and UI design (general UI  
behavior questions/bugs). Admin, browsing and calendar UI (specific  
technical bug in the UI) should probably go to Matthew. And 'general'  
should probably go to you, Ted.
