the list might not have recent activity, but it still exists, and the
draft author is subscribed. you should definitely address protocol
questions there.

after a quick scan of the draft, i think you're right. it's possible
that there's a line somewhere saying if there's no comp-filter, assume
VCARD, but i didn't notice one. i think you should point out the
discrepancy on the carddav list :)
